Asked to Pay Before Withdrawing? A Philippine Player’s Guide
Check the basis, recipient and paperwork before paying a new withdrawal charge. This guide explains the warning signs and Philippine complaint routes.

A withdrawal is waiting, and someone asks you to pay an “unlock fee”, “verification deposit” or “tax” first. Do not send more money while you check the demand. For players in the Philippines, the practical questions are who is collecting it, what authorises the charge and which official channel can verify it.
Check the charge, not just its name
A disclosed withdrawal fee and a new demand for a transfer to an agent’s personal wallet are different situations. Compare the original terms with your withdrawal record: the amount requested, deduction, expected payout and recipient. Even a deduction shown inside the account needs a valid explanation.
Ask for the legal basis and calculation if the demand is described as tax. The BIR’s Form 2306 illustrates the information recorded on a certificate of final tax withheld, including the payor, income and tax amount. It does not establish that tax is due on your withdrawal. Check the specific claim through the BIR’s official contact page, not a tax rate quoted in a support chat.

Do not make a small payment to test it
Pressure to pay immediately, promises that a fee will be refunded, and repeated “final” charges are warning signs. The BSP’s fraud guide describes advance-fee scams in which processing fees, taxes or commissions are demanded before a larger sum is released. More fees may follow, or the collector may disappear.
In a 2020 BSP complaint example, a person sent about ₱21,000 as supposed tax on a prize and then received no reply. That historical case is not evidence against a particular casino; it shows the pattern to watch for. Do not pay a small amount to test a demand, or keep paying because you have already sent money.
Ask through a channel you found independently
Open the verified website or app yourself. Do not rely only on the link, QR code or phone number supplied by the person collecting the fee. Ask support for the fee name, applicable terms and version, calculation, receiving legal entity and reason a separate payment is required. For a tax claim, ask who must withhold it and what official record can be issued.
A certificate bearing a regulator’s logo still needs checking. PAGCOR’s May 19, 2025 warning about fraudulent gaming certifications is one example of why a familiar logo is not enough. Identity verification should use the verified official process, not a payment to an individual. Never give support staff your password, payment PIN, one-time code or remote control of your device.

Keep evidence and use the right Philippine complaint route
Save the full website address, withdrawal reference, dates, terms, messages, recipient details and transfer receipts. Keep unaltered originals and use redacted copies for public posts. Share documents needed for an investigation only through the institution’s verified channel.
If you already transferred money, contact your bank or e-wallet provider promptly and ask whether it can stop, trace or dispute the transfer. Get a case reference. If a complaint with a BSP-supervised financial institution remains unresolved, use the BSP consumer assistance process and include the original complaint and response. This addresses the financial-service issue, not every aspect of a casino dispute.
For online gaming account or withdrawal concerns, PAGCOR’s responsible gaming page links its Online Gaming Platform Helpdesk. Its regulatory contact page can help identify the appropriate department. Suspected fraud may also need a police report. You can submit a record to AskSpinner’s Philippines complaints service, but it does not replace these official routes. None guarantees recovery; avoid anyone promising to recover the money for another upfront fee.
Summary
A withdrawal fee needs a checkable basis, calculation and recipient. Pause unexplained extra payments, preserve the records and verify the demand independently. If money has already left your account, contact the payment provider promptly.
