The European Gambling Market Key Figures (2025 Edition), jointly published by the European Gaming and Betting Association (EGBA) and research firm H2 Gambling Capital, shows that gross gambling revenue (GGR) in the EU27 and the UK reached €123.4 billion in 2024, up 5% from 2023. Online gambling accounted for €47.9 billion and land-based gambling for €75.5 billion. At the time of publication, this is the latest edition available on EGBA’s official website. It is important to note that the report labels the 2024 figures as “preliminary,” while figures from 2025 onwards are forecasts.

Online Gambling’s Share Rises Year by Year

  • Online gambling’s share of total European gambling revenue rose from 37% in 2023 to 39% in 2024. Although land-based gambling continued to grow in absolute terms, its share fell from 63% to 61%.
  • The report forecasts that online gambling will reach a 40% share and €51.1 billion in revenue in 2025, rising to a 45% share and €66.8 billion in revenue by 2029.
  • The overall market is forecast to reach €127.7 billion in 2025 and €149.2 billion in 2029. Average annual growth is forecast at 6.9% for online gambling and 1.8% for land-based gambling.

Online Casino Is the Largest Online Segment

Of Europe’s €47.9 billion in online gambling revenue in 2024:

  • Online casino accounted for €21.5 billion, or 45%;
  • Sports and events betting accounted for €13.7 billion, or 29%;
  • Lottery accounted for €7.1 billion, or 15%;
  • Horse racing accounted for €2.5 billion, or 5%;
  • Poker accounted for €1.5 billion, and bingo and other gambling for €1.6 billion, each representing approximately 3%.

European online casino revenue was €10.4 billion in 2019, meaning it more than doubled over five years. The report forecasts that online casino revenue will reach €30.8 billion by 2029, while lottery will record the fastest growth, averaging 7.7% a year.

Mobile Accounts for Nearly Three-Fifths

In 2024, 58% of online gambling revenue came from mobile devices such as phones, up from 56% in 2023. The report forecasts that mobile’s share will rise to 67% by 2029, while desktop’s share will fall from 42% to 33%.

Land-Based Gambling: Lottery Remains the Largest Category

Of the €75.5 billion in land-based gambling revenue, lottery accounted for 41%, gaming machines (electronic gaming machines outside casinos) for 33%, casinos for 11%, sports and events betting for 9%, horse racing for 4%, and bingo and other gambling for 2%.

Large Differences Between Countries

Based on 2023 data:

  • Italy had the highest total gambling revenue at €21.0 billion, followed by the UK at €19.8 billion, Germany at €14.4 billion and France at €14.0 billion.
  • The UK’s online gambling revenue of €11.1 billion was far above Italy’s €4.6 billion and France’s €3.8 billion.
  • Sweden had the highest online gambling share at 68.3%, with Finland and Denmark both at 68.1%. Spain had the lowest share at 14.2%. Germany’s share was 22.6%, and Italy’s was 21.7%.
  • In 13 European countries, online gambling revenue already exceeded half of total national gambling revenue.

Conclusion

Growth in Europe’s regulated gambling market is driven mainly by online gambling, whose own growth is driven mainly by online casino and mobile. Land-based gambling remains larger, but online gambling is taking a greater share each year. The differences between countries are substantial: online gambling already accounts for the majority in Nordic countries, while Spain, Italy and Germany remain predominantly land-based. This is also part of the background to Spain and Germany’s focus on online gambling deposit limits in recent years.
