Equatorial Guinea vice president clears talks with B2Tech on a national lottery and regulated betting
Vice President Teodoro Nguema Obiang Mangue has authorised the government to negotiate with B2Tech over a proposed national lottery and regulated betting system, which the company says would involve $20 million of its own investment over five years. He has asked for the results by the end of November.

Overview
- Equatorial Guinea's Vice President Teodoro Nguema Obiang Mangue said B2Tech has proposed creating a national lottery and a regulated betting system in the country.
- The company would bear a planned investment of $20 million over five years, and projects 500 to 1,000 jobs, according to the vice president.
- He has authorised the government to open negotiations with B2Tech and set the end of November as the deadline for the results and the terms of a possible agreement.
The proposal
In a post on his official X account published shortly after midnight Malabo time on October 28, the vice president said B2Tech had presented the proposal to him. He described it as "an interesting project for the country," saying it would allow the sector to be better organised and controlled, generate new revenue for the state and create jobs. He added that, according to the company's forecasts, part of the revenue would go to social projects.
Negotiations and deadline
The vice president said he had given the green light for the government and B2Tech to begin negotiations and study the legal, technical and financial aspects of the plan, "especially the conditions of state participation and the guarantees of protection for users." He asked for the results and the conditions of the possible agreement by the end of November.
Earlier licensing dispute
In August 2025, the government declared a "master licence" for online gaming, betting and casino issued to Mascott Capital Partners G.E. S.L. to have no legal effect. Its statement said the country's gambling law, Law 02/1995, and Ministerial Order 04/2015 do not provide for that type of licence, and that it had begun action to clarify the facts.
