1. The Gambia: Finance Ministry signs contract for a central payment monitoring platform for betting companies
MoFEA announced on its official X account on October 31 that "the Government of The Gambia, through MoFEA, acting as the Contracting Authority, has signed a contract agreement with InTouch Solutions Gambia on 30th October 2026 for the implementation of a Centralized Payment Monitoring Platform for Pooling, Betting and Gaming Companies."
Reports from the signing in Banjul add these details:
- Term and model: The Fatu Network reported a 10-year agreement with InTouch, the fintech founded in Senegal in 2014, covering MoFEA and the GRA. The Gambia Journal reported that InTouch will deploy, integrate, operate and maintain the platform under a build, operate and transfer (BOT) public-private partnership.
- What it does: The platform is meant to give the authorities real-time information on transactions and payments in the sector, process payments to the state through channels including mobile money and partner outlets, and flag discrepancies through automated reconciliation and audit alerts.
- Why: The Gambia Journal said the system addresses the GRA's difficulty monitoring an industry that relies on fragmented payment systems and manual processes. Officials quoted by The Fatu Network said it would reduce reliance on self-declared revenue.
- Selection: The Fatu Network reported that InTouch was chosen ahead of two other international bidders.
- Minister: Finance Minister Seedy K. M. Keita called it "an important reform" and said "the whole government will be mobilized for its implementation," according to The Fatu Network.
The Gambia Journal noted that the government has not announced a new tax on bettors' winnings or any change to payout rules alongside the contract.
Next: MoFEA has not published a start date for the platform or the reporting obligations operators will have to meet.
