Nebraska: Initiatives 440 and 441
Initiative 440 would amend the Nebraska Constitution to allow laws letting people located in the state place sports wagers through an internet-based platform offered by an authorized gaming operator at a licensed racetrack enclosure. Initiative 441 is the companion statute that would set up the regulatory and tax framework, with oversight by the Nebraska Racing and Gaming Commission. Both had to pass for online betting to be authorized. Sports wagering in Nebraska is currently limited to in-person betting at racetrack casinos.

Supporters, campaigning as Tax Relief Nebraska, argued in the state's official voter pamphlet that 70% of wagering tax revenue would go to the Property Tax Credit Cash Fund. Opponents wrote in the same pamphlet that the measures were funded by out-of-state gambling companies and would expose students and athletes to betting.
