Overview

  • PAGCOR's total revenue for the first nine months of 2026 was PHP64.41 billion, down 23.41% from PHP84.09 billion in the same period of 2025, the state regulator and operator said on October 29.
  • Electronic gaming revenue fell 37.23% to PHP27.63 billion, licensed casino revenue fell 3.22% to PHP23.10 billion and PAGCOR-run Casino Filipino branches fell 8% to PHP7.28 billion.
  • Net income dropped 84.85% to PHP2.17 billion from PHP14.32 billion. PAGCOR tied the drop to a Supreme Court ruling requiring it to remit 5% of gross revenue to the Philippine Sports Commission.
  • PAGCOR said it remitted PHP45.28 billion to the government and other statutory recipients during the period, including PHP27.61 billion to the National Treasury.

Revenue by segment

Revenue from gaming operations, PAGCOR's main source of income, fell 23.44% to PHP58.13 billion from PHP75.93 billion. "Revenues from Electronic Gaming declined considerably by 37.23% from Php44.03 billion in 2025 to Php27.63 billion this year," chairman and CEO Alejandro Tengco said in the statement.

Electronic gaming remained the largest segment, followed by licensed casinos at PHP23.10 billion, down from PHP23.87 billion. Casino Filipino branches, which PAGCOR operates itself, earned PHP7.28 billion, down from PHP7.91 billion, and poker revenue fell 4.60% to PHP105.86 million. Earnings from related services dropped 38.59% to PHP3.04 billion, while other income was almost flat at PHP3.23 billion.

PAGCOR reported first-half revenue of PHP43.32 billion in July, down 26.64%, and set a full-year 2026 target of PHP86.94 billion. Based on those figures, third-quarter revenue was about PHP21.09 billion, down roughly 16% from about PHP25.04 billion a year earlier.

Net income and remittances

PAGCOR's net income fell to PHP2.17 billion from PHP14.32 billion. The regulator said the drop followed a Supreme Court ruling requiring it to remit 5% of its gross revenue to the Philippine Sports Commission (PSC), "nearly double the previous remittance levels to the sports agency." The PSC received PHP3.01 billion in the nine months.

Of the PHP45.28 billion PAGCOR remitted, PHP27.61 billion went to the National Treasury as the government's 50% share and PHP2.90 billion was paid in franchise taxes. Other payments included PHP11.19 billion for socio-civic projects, PHP511.95 million for Casino Filipino host cities and PHP28.22 million in sports incentives.

"We will continue to pursue responsible and sustainable operations while ensuring that the gaming industry adheres to regulatory standards," Tengco said.

PAGCOR is both the licensing authority for Philippine casinos and online gaming and an operator in its own right. See our guide to PAGCOR licences and the licensed operator list and PAGCOR's planned licence-check app.
