Ontario regulator allows built-in cameras on self-serve lottery terminals

The Alcohol and Gaming Commission of Ontario (AGCO) amended its lottery standards on October 28, 2026, so that retailers selling OLG products can monitor self-serve lottery terminals with cameras built into the machines. Footage from built-in cameras must be kept for 14 days, double the seven-day minimum for other video monitoring.

Overview

  • The AGCO amended two requirements under Standard 3.2.2 of the Registrar's Standards for Gaming: Lottery Sector, effective October 28, 2026.
  • OLG's registered sellers may now be offered self-serve lottery terminals (SSTs) with built-in cameras.
  • Cameras must capture the person at the terminal, not just the terminal itself.
  • Footage from built-in cameras must be kept for at least 14 days and given to the AGCO on request.

What changed

The Alcohol and Gaming Commission of Ontario said on October 28 that it had updated the Registrar's Standards for Gaming: Lottery Sector to give retailers more options for monitoring self-serve lottery terminals in Ontario Lottery and Gaming Corporation's (OLG) SST program. The standard covers how operators and sellers keep ineligible people, including minors, from playing on the machines.

Requirement 7b now says cameras must directly and clearly capture the individual at the terminal. Under the previous wording they had to capture the terminal when in use. The AGCO said built-in cameras can capture people using or passing by a terminal without capturing personally identifiable information.

Requirement 7c keeps a minimum retention period of seven days for video recordings, but sets 14 days where the camera is built into the terminal. Recordings must be provided to the AGCO on request.

Background

The AGCO described the change as part of ongoing modernization of self-serve terminals. In February 2026 it first allowed sellers to monitor SSTs with video cameras such as CCTV instead of direct line of sight. In April 2025 it updated the lottery standards to enable self-serve terminals in casinos.
