Who gets the clicks: ranking PAGCOR-licensed online gaming operators by web traffic

AskSpinner ranks PAGCOR-licensed online gaming brands by third-party modeled web traffic for July–September 2026, cross-checks click shares against electronic-games GGR and DigiPlus disclosures, and examines paid-referral and ad-library evidence — without linking to operator sites.

AskSpinner chart: PAGCOR online operators ranked by estimated September 2026 web traffic, total about 230.0M visits

Overview

  • AskSpinner ranked PAGCOR-licensed online brands by third-party modeled web traffic for July–September 2026, summing every registered domain per licensee (dataset v2026-11-06c; ~230.0M headline visits after excluding the Casino Plus anomaly host).
  • Top five brands take 75.5% of modeled visits and the top ten take 92.0%; DigiPlus brands are still about 21% of clicks versus about 41% of PAGCOR electronic-games GGR.
  • After sample expansion, 747 rises to about #12 (~2.4M); mid-table licensed brands include BIGBUNNY (~#17) and Filbet (~#20).
  • BingoPlus’s panel mix shows heavy paid/referral inflows alongside Meta Ad Library activity (~430 active ads in a 6 November 2026 snapshot).
  • All visit figures are third-party estimates, not PAGCOR or operator-reported numbers; this article does not link to operator sites.

Philippine Amusement and Gaming Corporation (PAGCOR) publishes who may lawfully offer online bingo, eCasino, sports betting and related games — and which domain names each Gaming System Administrator has registered. What it does not publish is how those sites perform on the open web.

AskSpinner matched the official PAGCOR brand-and-domain registers to third-party modeled website traffic for July–September 2026, summed visits across every domain registered to the same licensee, and ranked the market. We then cross-checked those click shares against official electronic-gaming GGR and DigiPlus’s PSE disclosures, examined what “paid referrals” likely means under tightening ad rules, and sampled traffic on PAGCOR-reported illegal/counterfeit hosts.

All visit figures below are third-party modeled estimates, not PAGCOR statistics and not operator-reported numbers. Domains are identified by brand name only; this article does not link to operator sites.

How we built the ranking

  1. Official lists. PAGCOR’s List of PAGCOR-Accredited Gaming System Administrators and Registered Brands and Domain Names/URLs as of 29 October 2026, plus licensed-casino online brands from the 20 October 2026 casino register.
  2. Multi-domain rule. Visits are summed per licensee. Where the same URL appears on more than one GSA row (common among DigiPlus-related entities ABLE, GameMaster Integrated and Total Gamezone Xtreme), each domain is attributed once to a primary licensee.
  3. Headline metric. September 2026 estimated visits after excluding one anomalous host (see box below). Traffic-source mixes are visit-weighted.
  4. Coverage. Full pass against the 29 Oct 2026 GSA and 20 Oct 2026 casino registers: 435 licensed-side domains queried for the 62 licensees that list at least one host (three GSA brand rows — All In, Fiesta Fruit Game: Apple to Apple, PanaloPlay — publish no domains and stay outside the traffic sample). 60 hosts from PAGCOR’s reported-websites notice (plus named CICC examples) remain the blocked/illegal sample.
  5. Sample expansion (v4 / dataset c). Version b had queried 340 hosts. On 6 Nov 2026 we pulled the remaining official domains (~80 hosts, TabAPI months=3) and rebuilt rankings as -v2026-11-06c without overwriting a/b. The largest traffic add was 747 (CD Extreme) via 747.live / 747ph.live. BIGBUNNY (Blue Phoenix Tech Solutions Corp.) and Filbet (Gotech Entertainment Inc.) were already on the PAGCOR GSA list and already in the b traffic sample (~1.23M / ~0.73M Sep visits); v4 surfaces them in the narrative after they were under-mentioned in the first cut.

Headline ranking (September 2026)

Excluding the Casino Plus anomaly host, measurable licensed traffic is still highly concentrated: the top five brands take 75.5% of modeled visits and the top ten take 92.0%.

PT Gaming leads on open-web estimates (~58.5M), ahead of NuSTAR (~34.1M) and BingoPlus (~~33.9M). Bet88 and Fairplay/ArionPlay round out the top five. Just outside the top 10, 747 rises to about #12 (~2.4M) after sample expansion. Mid-table licensed brands include BIGBUNNY (~#17, 1.23M; Blue Phoenix Tech Solutions Corp.; registered hosts include bigbunny.ph, bossbunny.ph, mfe.bigbunny.ph) and Filbet (~~#20, ~0.73M; Gotech Entertainment Inc.; filbet.com, filbet.com.ph, filplay.com, filgame.ph and related). Of 62 mapped operators, 45 show non-zero September traffic on queried hosts; 17 show none.

Box — Casino Plus anomaly (excluded from headline ranking)

Third-party estimates put casinoplus.com.ph at roughly 200 million September visits — an order of magnitude above every other PAGCOR brand and above sibling casinoplus.com (~0.32 million). That inconsistency is a classic modeled-estimate failure mode (wrong host inflation, bot/app conflation, or crawl artefacts). AskSpinner therefore excludes casinoplus.com.ph from the headline ranking and concentration math. On the remaining Casino Plus hosts, the brand ranks far outside the top 10 (~0.32M; about 23rd in our table). Readers who see “Casino Plus #1” charts built on the raw .com.ph figure should treat them as contaminated.

Cross-check: traffic shares vs official money

Web visits are not GGR. But if a brand’s click share and revenue share diverge wildly, either the traffic model is wrong, the money is earned off-web (apps, retail), or both.

Industry scale (PAGCOR). Full-year 2025 industry GGR was ₱396.14 billion, of which electronic/online gaming (E-Bingo, E-Games, bingo grantees, onsite/offsite poker) contributed ₱201.12 billion (50.77%) — overtaking licensed casinos for the first time as the largest GGR slice (PAGCOR headline, 16 April 2026). Momentum cooled in 2026: Q1 electronic gaming GGR was ₱39.90 billion (−22.4% y/y); Q2 was about ₱39.85 billion (−20.3% y/y), per PAGCOR releases summarized in industry coverage.

DigiPlus (PSE: PLUS). The group behind BingoPlus, ArenaPlus and GameZone discloses, in its September 2026 investor presentation:

  • 2025 DigiPlus bingo + e-games GGR ₱83.1 billion, about 41% of industry bingo + e-games GGR (₱201.0 billion in the same slide).
  • H1 2026 DigiPlus bingo + e-games ₱32.3 billion, still about 41% of the industry bingo + e-games slice.
  • 2025 advertising and promotion spend ₱20.2 billion (24% of revenue) — up from ₱13.4 billion (18%) in 2024.
  • Aggregate MAU averaged 5.75 million in Q2 2026; registered users “over 40 million.”

On our headline web ranking, the DigiPlus cluster (ABLE + GameMaster + TGXI after domain de-duplication) is about 47.7 million September visits — roughly 21% of measured licensed clicks. BingoPlus alone is about 14.7%. That is materially below DigiPlus’s ~41% claimed e-games GGR share.

Reading the gap. DigiPlus’s own filings emphasize apps, livestream studios and 130+ physical sites. A large share of wagering can happen inside apps or at retail without generating proportional desktop/mobile-web sessions in third-party panels. Heavy advertising (24% of revenue) can also inflate acquisition clicks relative to settled GGR — or the reverse if apps convert better than web. The gap is therefore evidence that web traffic alone understates DigiPlus’s economic weight, not proof that DigiPlus is small. It also supports treating the Casino Plus .com.ph spike as non-credible: no listed-company or PAGCOR series implies a single land-based/online hybrid suddenly larger than DigiPlus’s entire digital group on open web alone.

Bloomberry (PSE: BLOOM). Solaire Online and FUNaloMAX are the group’s digital arms. Abacus/Bilyonaryo reporting on Bloomberry’s H1 2026 disclosures put Solaire Online GGR above ₱2 billion in H1 2026 (vs about ₱3 billion for full-year 2025), while FUNaloMAX commercially relaunched mid-2026 on an in-house platform. Management has floated a longer-term target of online contributing ~20% of group GGR by end-2027 (IAG Academy remarks, September 2026). On our web table, FUNaloMAX ranks #7 (~8.1M visits, 3.5%) with a paid-referral-heavy mix; Solaire Online’s queried host is tiny by comparison — consistent with a premium product that was historically under-marketed, as Bloomberry executives have said publicly.

Bottom line of the cross-check. Traffic concentration and GGR concentration both point to a top-heavy market, but DigiPlus is richer in money than in measured web clicks, while raw Casino Plus web estimates are not corroborated by any public revenue series.

What “paid referrals” means — mainly Meta, Google and YouTube

In the Philippine licensed market, paid user acquisition is overwhelmingly bought on large platforms: Meta (Facebook/Instagram), Google Search / Display, and YouTube. That is industry practice, not a TabAPI label. Third-party traffic panels often collapse those buys into buckets such as paid referrals, social paid or search paid — and the boundaries are imperfect.

What the traffic panel actually shows

On BingoPlus.com, modeled September traffic is about 64% paid referrals (about 60% on a BingoPlus-operator blend), with only ~6% organic search and small social paid / search paid slices. FUNaloMAX (~57% paid referrals) and Winzir (~87%) sit in the same camp. PT Gaming, NuSTAR and OKBet, by contrast, look direct-first.

Classification limit: the panel does not name Meta, Google, YouTube, affiliate networks or publisher IDs. A Facebook click that lands via a tracked redirect can be filed as “paid referral”; a Google Search click may appear as “search paid” or be mis-bucketed. So a high “paid referrals” share is best read as “paid acquisition, not typed-in/direct” — consistent with big-platform buying — not as proof of a specific vendor.

Public evidence that majors buy on Meta / Google / YouTube

  1. Operator hiring (DigiPlus). DigiPlus Interactive Corp. has publicly recruited for Digital Marketing Specialist – Meta Ads (posted 22 Oct 2025), Media Buyer roles that list Meta, TikTok, Google Search, programmatic DSPs, and an Ads & Channel Supervisor expected to use Google Ads / Meta Ads Manager. That is first-party confirmation that BingoPlus / ArenaPlus / GameZone’s group runs Meta and Google performance campaigns.
  2. Balance sheet. DigiPlus spent ₱20.2 billion on advertising and promotion in 2025 (24% of revenue); Q2 2026 A&P was still about ₱4.15 billion (27% of quarterly revenue). Spend of that size in PH digital is dominated by Meta/Google inventory, not niche affiliates alone.
  3. Platform policy opens the door. Google’s Gambling and Games policy lists the Philippines among markets where state-licensed operators may advertise online casino, bingo, lotteries, sweepstakes and sports betting on Google Ads / YouTube after certification (policy page current as of this research). That formalises Search/YouTube as a legal channel for PAGCOR licensees.
  4. Market observation. Tech in Asia reported in 2025 that PH users continued to see online-gambling creatives on Meta, Google ads, YouTube, Viber and X after e-wallet delinking, and cited a Fourth Wall survey in which two in ten Filipino online bettors said they learned about platforms on social media. (AskSpinner could not re-load that article’s HTML in this pass; treat as secondary reporting.)
  5. Meta Ad Library (captured). Browser captures on 2026-11-06 show large active inventories for BingoPlus (~430) and ArenaPlus PH (~820) under matching page names (images below). Google Ads Transparency Center showed 0 ads for key domains at re-check — see snapshot note.

Ad-library snapshot (6 November 2026, Asia/Shanghai)

In-article evidence is from the Meta Ad Library (English UI, Philippines, active ads). Advertiser names on the cards match the brands below. Meta keyword totals can include incidental matches; we only cite rows where the page name is the brand.

Brand Platform Lookup Active ads shown Advertiser on page
BingoPlus Meta Ad Library keyword BingoPlus ~430 BingoPlus
ArenaPlus Meta Ad Library keyword ArenaPlus ~820 ArenaPlus PH
FUNaloMAX Meta Ad Library keyword FUNaloMAX ~6 FUNalo MAX Studios
MegaPerya Meta Ad Library keyword MegaPerya ~12 MegaPerya

Google Ads Transparency Center: English- and Chinese-UI checks on 2026-11-06 at about 13:22 and 13:28 Asia/Shanghai (region Philippines, “Any time”) showed 0 ads for bingoplus.com, ptgaming.ph and bet88.ph. Earlier non-zero domain totals from a first pass are therefore unverifiable and are not used in this article. That absence of Transparency Center creatives does not mean operators are barred from Google: Google’s Gambling and Games policy still lists the Philippines among markets where state-licensed operators may advertise online casino, bingo and sports betting after certification.

PAGCOR / ASC rules still apply on social

Platform permission ≠ Philippine creative freedom. ASC Circular 2025-010 (after the July 2025 ASC–PAGCOR MOU) made gambling a must-screen category in all media, including digital. Advertisers need PAGCOR AA then ASC clearance; ads must carry “Gambling can be addictive. Know when to stop.” ASC Circular 2026-008 (24 June 2026) bans showing or naming casino games/equipment across broadcast, digital, print and OOH. OOH bans and the 17:30–20:30 TV/radio window further push spend into social and search. SB 2347 (celebrity/influencer and broader ad bans) remains a proposal.

Net: licensed majors are steered into brand-safe Meta/Google/YouTube buying; panels then show that as paid referrals / paid social / paid search — while offshore illegals keep using unscreened funnels that blocking programmes try to cut. Licence without clicks — and what blocked sites look like

Seventeen mapped licensees showed ~zero September visits on the hosts we queried. Common explanations, not mutually exclusive:

  • App-first or retail-first distribution (especially integrated-resort brands such as Midori Online, Winford, Lavie, D’Heights, Casino Maxx, Newport-branded hosts).
  • Not yet launched / soft-launched (e.g. Kaizen Gaming Philippines’ betano.ph registration returned 0 estimated visits in Jul–Sep 2026).
  • Domains attributed elsewhere after DigiPlus de-duplication (GameMaster’s BingoPlus Poker row shows 0 once shared BingoPlus/ArenaPlus hosts are assigned to ABLE/TGXI).
  • Mirrors and vanity hosts that never carried traffic.

Blocked / reported sample. We queried traffic for 60 hosts drawn mainly from PAGCOR’s Notice to the Public — List of Reported Websites PDF (document created 8 October 2024), plus CICC-named examples such as LuckySabong and PH1XBet. Results: 55 of 60 showed zero September modeled visits; the five non-zero hosts summed only ~78,000 visits — about 0.03% of our licensed headline total — and their top-country mixes were often outside the Philippines. That pattern fits dead mirrors, successful telco/NTC blocking, or sites that never earned a measurable Philippine audience in the panel. It is not evidence that illegal GGR is tiny (apps and constantly rotated domains sit outside this sample). PAGCOR has said NTC blocked 12,562 of 13,399 endorsed illegal sites as of late 2025 reporting — a much larger universe than our 60-host probe.

What this means

  • Concentration is real on both clicks (top five ~75.5%) and DigiPlus’s disclosed e-games GGR share (~41%).
  • Web ≠ wallet. DigiPlus’s money share exceeds its measured web share; app/retail and paid acquisition both matter.
  • Paid referrals are a regulated-market survival trait under ASC/PAGCOR creative limits — not proof of illegality.
  • Casino Plus .com.ph must not drive rankings.
  • Blocking works on named web hosts in our sample, but the illegal long tail remains a catalogue problem for PAGCOR, CICC and NTC.

AskSpinner will refresh the CSVs when PAGCOR updates the GSA domain list or when a new three-month traffic window closes.

Methodology reminder: visit and source figures are third-party modeled website-traffic estimates for named hosts. GGR and company figures are from PAGCOR releases and issuer PSE/IR materials cited above. This article does not link to operator sites.

Correction / update note (6 November 2026, Asia/Shanghai)

v4 — sample expansion. After publication of the live CMS cut built on dataset b, AskSpinner re-audited the official PAGCOR GSA list (as of 29 October 2026) and licensed-casino online brands (as of 20 October 2026). Two PAGCOR-licensed GSAs — BIGBUNNY (Blue Phoenix Tech Solutions Corp.) and Filbet (Gotech Entertainment Inc.) — were already inside the traffic sample but under-mentioned in the first narrative. We also queried the remaining registered domains that b had not yet pulled (~80 hosts; TabAPI credits charged ≈231) and republished rankings as dataset v2026-11-06c (a/b retained). Concentration eased slightly (Top5 75.5% / Top10 92.0%; DigiPlus cluster still ~21% of clicks vs ~41% e-games GGR). The largest ranking move from new hosts is 747 (now ~#12). metaDescription DigiPlus “~21% of clicks” remains valid.
